The existence and development of state-owned small and medium-sized enterprises, is not only the inevitable demand for the social productivity, but also the inevitable outcome of the social productivity. State-owned small and medium-sized enterprises not only gave play to great function in initial stage in industrialization, but also have important positions in the developed industrialized society. In our country, state-owned small and medium-sized enterprises have important positions in national economy, and play an enormous role. However, during the reform of our country's economic system, state-owned small and medium-sized enterprises expose a lot of profound contradictions and questions, for example, benefit drops, loss increases, and the range of loss increases. There are many enterprise's supernumeraries, and the society bears a lot. State-owned economic structure is unreasonable, and the scope of the enterprise is small. Besides, backward in technique, the competition is weak, and the management level is low. Having become the " bottleneck " of the whole economic system reform, the innovation of enterprise's system becomes the inevitable and urgent demand of history.This paper sets out from the background of state-owned small and medium-sized enterprises reform system, and carries on a systematic deep research on the labor relation during the reform of state-owned small and medium-sized enterprises.This paper introduces the current reform situation of the state-owned small and medium-sized enterprises of our country reform system at first, among them, points out that laid-off problems of unemployed people in the reform of state-owned small and medium-sized enterprises of our country are an important issue that must be solved while reforming system. Then, this paper expound that the key problems in the reform of our country state-owned small and medium-sized enterprises are the relations between ownership and management of enterprises and labor relation change, and study the relation between the two. Afterwards, on the basis of expounding the current situation of labor relation change in state-owned small and medium-sized enterprises reform system, in relation to the great environment of economic development of our country, this paper analyses the employment question at the present stage of our country. And, use the time series law to predict the number of laid-off workers of state-owned enterprises of our country, draw the conclusion: it is a long period of time question in the economic life of our country that the pressure on employment is enormous; On this basis, this paper carries a theoretical research on the adjustment of labor relation in the reform of state-owned small and medium-sized enterprises, and expounds the thinking of perfecting labor relation and the route of labor relation adjustment. On the basis ofabove-mentioned research results, this paper carries a deep practical research on the adjustment of labor relation in the reform of state-owned small and medium-sized enterprises, and adopts a questionnaire investigation to carry on detailed investigation of 27 small and medium-sized enterprises and 50 laid-off workers in Zhenjiang. Through the contrast of the relations between ownership and management of enterprises and the labor relation through the above investigation, this paper carries on a deep and comprehensive research on the adjustment of labor relation in the reform of state-owned small and medium-sized enterprises, and analyses the way that Zhenjiang establishes to adjust labor relation. Take Zhenjiang YR factory as an instance, this paper analyses the concrete method that Zhenjiang YR factory take to adjust labor relation. Finally, this paper makes a conclusion of the adjustment of labor relation in the reform of state-owned small and medium-sized enterprises.
