System Root And Countermeasure Of Environmental Problem

Let's take a survey widely on the history of formation of the environmental problem. It is also the behavior history of human development. Environment is originally flawless, if not ,it is because of the fatal destruction of human beings. It is self-satisfied behavior and reckless destruction of human that cause the environmental problems. therefore, we will start with restricting, controlling and urging the human behavior to solve this problem. That is to say, institutions come into being .we can say that environmental problem is a kind of institution problem, its problem roots in the failure of institution. So that the creation of environment institution is the effective and key way to solve the environmental problem in china. How ever, which institution is the most suitable for current condition of china, how to construct such system to solve the problem effectively. What can we do and how can we do? These questions can be answered in this paper.There are four parts:I. Environmental problem causes us to make a solution from the point of institution.II. Based on the role which objective analysis market, law and scientific technology have played, considering the psychological structure of our nation, it is the timely and effective way to solve this problem that putting forward proper arrangement of administrative institution on environment.III. We discuss the reasons and performance of the shortcoming in environment administrative institution from the following point of view: the conflict between the national environment policy and the realization of the administrative objective, excess or insufficiency of environmental administration of the government, reliable role in the subject of the environmental administration, out-of-balance of the system of environmental administration.IV. We propose the creative institution for the environment administration. The reconstructed administrative institution should be a compatible and open environmental administration, which reflects the mutual activity and institution structure. Furthermore, we should realize this goal in effective mechanism design, through the way of unified administration , validity operation , public participation and multiple absorbing.
