The Research On The Value Conflicts And Measures For China's Public Policy During The Social Transformation

Any public policy, from proposing to solving the problems, will cause the change of real social life.This change is first a result of various of value factors which participating in the policy making. While going through a serious of choices,the decision subject will encounter and deal with many conflicting factors,relation,and problems, such as which aspects should obtain priority in the future development, which relation or factors should be paid attention to, which problem should be solved firstly, and how to overcome the obstruction in the course of carrying out policy. And improve the precision of policy in the way of effective execution,etc. These policy courses are all directly influenced by the ideal of subject value, interest relation and value standards. Explning value and operating value, policy subject profession ethics value conflicts,etc.These conflicts all have outstanding characteristics,mainly display by the variety and complexity of the subject's interest and value necessity.the protruding domination of the value conflicts,the variety of policy subject, selective type and content,the limitilessness of the subject needs.relative rarenen of policy resources etc.Tracing to its origins, there are mainly three following aspects: economy origin including the profit trend brought by the interest relation and markect economy,the pluralism of the subject interests of public policy,the muti-level,and complexity of needs,etc.The value origin is dived into the traditional collectivism utilitrariansim ,the idea of culture value and the disapparences value normal , etc.The system origin mainly displays the contradictions and conflicts between the new and old system.again, The values origin is divided into such origins as a disappearance with normal traditional collectivism , utilitarianism , culture values and value ,etc. Direct against the behavior and origin of the value conflict of public policy of our country in the transformation period of society, it is extremely important to search the feasible countermeasure.
