The rule of virtue means a way or method of governing the country with morals. China is an ancient civilized country. China has always had tradition of paying attention to the rule of virtue. Relative to the rule of virtue of traditional society of China, it is generally acknowledged that the western tradition belongs to the ruling by law. So people have neglected the study on thought of western rule of virtue for a long time, people even think the society in the west is ruled by law, there is no " rule of virtue " In fact ,by the look of western history, ruleing by law is its important tradition and characteristic, but it has abundant thought of rule of virtue too. For instance ancient Greek Plato's " philosophy king " runs a country,the systems of the civil officials of the modern western countries,citizen's moral education and so on.In addition,with setting-up the socialist market economy system and reform and opening-up, such some moribund ethical consciousness as hedonism , mammonism , extreme egoism and so on come in and bring about some questions which Party and social conduct is not well and morals come down This is an important problem which has been paid high attention to by the government and the theory circle So, drawing lessons from the thought of western rule of virtue boldly , is used to enrich and perfect the thought of rule of virtue of our country in the new period, build socialism with Chinese characteristics, promote the harmony of the socialist modernization program of our country, which have important theory meaning and realistic meaning.
