Adhere to a human-oriented and sustainable development concept; it was put forward at the Third Plenary Session of the 16th Central Committee of the Communist Party of China. The concept of scientific development has pointed out development way, development pattern and development strategy about our country's modernization in new century and new stage. She is the important decision for building a well-off society in an all round way, and the progress of knowledge of development law of economic and society in socialistic market economy and economy globalization. The thesis is to achieve an overall and deep viewpoint form the connotation, the basic of theory and the theoretical meaning of the concept of scientific development. The concept of scientific development has abundant connotation. The first connotation is development, the first content is human-oriented and the principle is sustainable development. The thesis retraced the signification of development and China's concept of development, and analysised the international and national background. The thesis disserted the basic of theory from the epistemology, the principle of materiality, universality of contradiction and universal connection, and so on. The thesis pointed out that "Five Plans" is today choice, to set up the concept of virtual attainment is concentrative incarnation for practicing the concept of scientific development. At last, the thesis disserted the historical and realistic meaning, and believed that the concept of scientific development had developed our guidance thought and the concept of executive politics, is the guaranty of modernization and "Pacifically Standing".
