On The Improvement In Our System Of Supervision On Administration And Its Approaches

System of supervision on administration's establishment and perfect is the most important guarantee and key issue in public administration and its reform. Currently, our system of supervision on administration doesn't exert its full function because of some inside and outside reasons. Although it has been reformed some times, it has some problems. So this paper is on the improvement in our system of supervision on administration and its approaches, it wanted to find the breakthrough about the reasons of why this system is not ideal and how to improve this phenomenon.The paper consists of three main parts. The first part expounds relative theories of supervision on administration. In this part, it points out that supervision on administration's characteristics and the necessity of carrying through the supervision on administration again defines system of supervision on administration. Then this part separates the system as supervision by the party, by the country and by the society. Finally, this part reviews the supervision on administration's theory and reality gist and the process of the development and achievements of china's supervision on administration. All these theories are the basic starting point and foundation for studying and solving the problems that will be discussed in the following text.The second part analyzed the present issues of china's system of supervision on administration. I think, because it's outside political, economic and civil conditions are not ideal and it's inside system isn't wholesome, the system of supervision on administration doesn't exert its avail. The latter includes the institution setting, the personnel, the conception, the guidance, the manner, the procedure, the content, the guarantee, and the conformity of supervision on administration.In the third part, the paper points out the tentative plan of improving the system of supervision on administration. First, I ponder the current research of the system and point out three mistakes, such as thinking much of the supervision from the top down, leading vertically and regarding supervision on administration as probity supervision. Ithink all these should be avoided later when we improve our system of supervision on administration. It concludes the improvement in the outside condition and inside condition. All these two parts are corresponding with the aforementioned.The paper explores the reasons that why the system of supervision on administration doesn't exert its avail, ponders the current research and points out some mistakes we should avoid when we improve our system, considers the issue from the outside and inside condition with the administrative zoology theory. I think these aspects have some innovation.
