Along with the "three agricultures" problem becoming increasingly outstanding, and the emergency of "post text-fee time" in towns, there are more and more queries on the function of town authorities. Re-think of the town authorities, we will discover that an important reason of many problems caused by the town authorities is not scientific, not accurate, and not perfect in town performance management systems. Therefore, researching on town performance administration is an important task of village development in China. From the angle of governance and model, this article discusses on the necessity, motive and problems of town performance management and advocates some constructing methods on these aspects.Firstly this article tries to define some concept of performance administration of town authority, and introduces some analysis framework on some correlative theories. Based on these elements, the second part puts forward the only way of town authority that strengthens performance administration and promotes government performance in double dilemma of the increasing demands of the public and financial restricts.The soul of government performance administration is valuation tropism. Only looking for reasonable valuation tropism, we can actualize scientific performance administration. Part three tries to analyze the variety of economic systems. With the changes of economic systems, the relationship between authority and public, market and society varies, and we get an idea that develop performance government that treats the public as a root.The valuation tropism of town performance administration in undeveloped district is "public as a root" of high-performance authority. The fourth part thinks that if "public as a root" of performance administration, a new administration concept and method, wants to take root in towns, it will face lots of resistances. On the other side, there are also some environments for implementing performance administration.In part five, this part probes into some methods on how to set up "public as a root" of high-performance authority. In order to construct it, we need do as five following aspect: change government concepts; construct scientific performance evaluation system; make performance administration systemized; use effective methods of performance administration; and employ valid system encouragement.
