Research On Inner Party Democracy Since Reform And Opening-Up

Democracy within the party is the democratic regulations and stipulations concerning the organization, system and process of the party and the inner-party political life therefrom, which is formed on the basis of the nature, task and tenet of the party, and according to the basic principles of democratic centralism. Developing inner party democracy is a fine tradition and basic rule formed in the long-term revolution, construction and reformation. In the new era, under the drive of the world economical modernization and the political democratization, it is significant to develop inner party democracy in the construction of the party as well as for the socialist cause with Chinese characteristics. Developing inner party democracy is a basic approach and method to settle the inner party contradiction and strengthen party solidification, a requirement to maintain its progressiveness and vigor, a means to innovate the Party's way of leadership and governance, an intrinsic factor to carry out the important thought of "three represents", a precondition to carry forward democracy and propel the building of socialist political civilization, a breakthrough to drive the reform in political structure, a vital weapon to check the spread of corruption, a foundation to build up a well-off society in an all-round way, and a security to rejuvenate the Chinese nation. Since the reform and opening, the building of the inner party democracy has improved a lot in the perfection of democratic centralism, and in the transformation of our party's way of leadership and the governance, which forms a vigorous political situation in the whole party even in the whole country. A summary is made that the building of inner party democracy should start with the strengthening of party's consolidation, with the guaranteeing of party member's rights as basis; and with the system construction as the key, and the reformation of leadership system and mechanism as the starting point so as to perfect the precious experience of inner party democracy that fully reflects the intention of party member and organization. Considering that the current democracy construction is noteffectual, the residual effect of planning system still exists, the democratic awareness of party member is weak, feudal residual leads to the incomplete implementation of democratic principles, the party organization is not vigorous enough, and there are many defects in the working style of the party, we should focus on the construction of system to systemize the democracy within the party; start with the reform and perfection of party's leading system to form a collective-leading mechanism and democratic style in the whole party; spread the party represent standing system and expand the grass roots direct election; upgrade the democratic diathesis through education and create the democratic atmosphere in the whole party.
