The Rearch On Evaluation Mechanism Of The Party And Government Leading Bodies And Leading Cadres At County Level

The party and government leading bodies and leading cadres at county level are at the forefront of reform, developing and steady in our country. They possess a special position in our government system and leading sysytem of our party. Intensifying scientific evaluation mechanism of the party and government leading bodies and leading cadres, is great significance to build a team of highly qualified leading cadres of the party and government at county level.The thesis begins with the analysis of the system theory and encouragement theory concerning the evaluation of the party and government leading cadres.Through analyse the survey results of the present evaluation situation ,the author formulates the relevant measures to strengthen evaluation mechanism of the party and government leading bodies and leading cadres at county level. According to the present studies and explorations of the evaluation mechanism in Zhejianrg province and Ningbo municipality, the author puts forward the idea of evaluation mechanism focused on quantitative and qualitative evaluations combined. Then the elements ,method and standard of evaluation with the corresponding system are established.Meanwhile the author studied feedback and practice system for the evaluation results.The evaluation of party and government leading bodies and leading cadres at county level is a complicated system, which requires increasing perfection guided by the view of the scientific development, through building evaluation mechanism and procedure standardized. Such evaluation system is to be widely applied in evaluation practice to give full play to the initiatives of the leading cadres at county level to maximum degree.
