Community Policing is named as the Fourth Policing Revolution. The Conceptof Community Policing was dated back to the mid 1930s.In the end of 70s and thebeginning of 80s,the CP Concept was developed into a theory and was taken intopractices. Later, it was introduced into some cities in Asia, Oceania, etc. In the endof 1980s and the beginning of 1990s, it came to China and thus be compromisedgradually with Chinese policing tradition, such as to secure the public from a basiclevel, to prevent and control the crimes by the joint efforts of the citizens, ect. TheCP Concept calls aloud to control crimes and solve social problems from the roots,and this idea wins world-wide acceptance. Now, it has already been a general trendwhich cannot be halted.The author adopts the method of comparative analysis to elaborate therelationship between Community Policing and community, the social background ofthe generation of CP Concept, how the Policing Science Field in various countriesunderstand the CP Concept, how the Concept is linked historically to Chineseculture. Then the author compares and analyses the Community Policing strategiescarried out inside and outside China. Finally, the author focuses on the existingproblems in the Community Policing reforms and at the same time, the solutions.Policing work is not of one single pattern. It develops with thesociety. The standard of judging the policing model of a country or acity should be: whether it fits in with the trend of the social progressand whether it is in keeping with aspiration of the people.Problems-oriented, community-based, the CP Concept indicates therational thinking towards policing problems. What's more, it providesus with the theoretical support to better solve the social securityproblems. We have already made some progress through practices. However,we have to make it clear that only with the consistent innovation andimprovement, can we further develop the PC Concept, and better solve thesocial problems.
