To Study The System Construction Of The Policy And Law About The Science And Technology Innovation Service Agency

The innovation of science and technology is the source and power of the nation and society development. As the important department of the creative system, the science and technology agency service can provide support service ,reduce the innovating risk, accelerate the science and technology production to industrialization. It is very important to improve the nation and district creative ability , promote the optimization of industrial structure and the economy healthy development.The development of the science and technology agency service started late, the systematical study of the law about the science and technology agency service is absent and nonstandard. In recent, some laws about the science and technology agency service are established, but they are scattered and out-of-run on system, and more simple than those on abroad. Currently, most of the science and technology agencies in our country are not definitude in the law positions, economic positions, the management systems and operation systems, and not explicit in the revenue and finance, there are some items exist in some other science and technology policy laws and some special policies also didn't get good implementation. Some laws regulations are in brief repeated, although some policies, lawses haven't sound, some newly arisen realm is still blank. Now, it is short of the law of promoting and formatting the development of the science and technology agency.Surrounding the core of science and technology result conversion and high-tech industry industrialization, commercialization, internationalize, the policy laws system in science and technology is constructed in Wuhan City. First, the law position of the service organization should be definituded, the contract relation and the law responsibility should be analysed. Second, the policy should be innovated, more effort to resolve the questions about inadequate encouragement, unconformity of stimulation and new condition, and no ideal effect. Based on the question without rule and systemic effect, some policies about the the service organization and science and technology development, finance, credit, risk investment about achievement transformation have been put forward in the study. Third, It is proposed and consummated the laws about the technology innovation agent service, and organized to institute national and local regulations, and management rules about technology agent , reputation evaluation, classification direction. By the institution and consummation of the laws above, it should be standarded and promoted the development of technology service agent organizations.
