On Constructing And Perfecting The Government Public Crisis Information Communication Mechanism

With the increase of public crisis event and the incomplete of government service, the government, as the conductor for public crisis, the problems appeared in its information communication system and the communication environment. How to construct and make it perfect of information communication system has been focused by society. In theory, the role of the perfect system is very important. One it can avoid spreading of the rumor, the other it can help the government make crisis decisions in order to control the event development.On the basis of study, there are many problems in our crisis information system, as it is lack of information publicity, the right of the public is not assured, the system is lack of flexibility. Some information has not been published and the international communication is not good. At the same time, on the basis of relative theory and examples, the causes have been found from the points of macro and micro -environment, the government system and the law. The suitable notion has not been formed in the government, and the relative law has not existed, the unsuitable structure of the traditional communication system. To construct our crisis information system, under the situation of our country, the model of system is put forwarded and some measures are pointed out with the much experience of foreign countries. These measures are including: creating new idea for government information communication, legislating the needed law, forming suitable structure in order to make the good relationship between the government and the media, improve the variety of government communication and upgrade the crisis management. I hope that these measures are put into practice and take into action, the ability of government to control crisis must be upgraded.
