Games Of Village Elites In The Election Of Villagers' Committee

At present, many villages are persuaded by villages' elites to take part in voting in the process of the election of villagers' committee. To some extent, the process of the election of villagers' committee is that of the game among villages' elites. In the process of the election for villagers' committee , what kind of part do the play? How they make use of relevant resources to "play games"? And what kind of impart do the games make?In this paper, the author take the sixth election of Villagers' Committee in village Z, Hubei Province as the example ,adopting the methods of investigation and " Course / incident ", " relation / incident " , combining with methods such as interview, questionnaire, documents and materials ,etc. Through analyzing the relevant activities of the rural elite in the course of the village committee, we try to probe into the above-mentioned problems, and get relevant conclusions.The article points out: In the process of the election of villagers' committee, the essence of the game of the rural elite is the battle of interests;Among them, because the elites inside have the advantage of occuping and shifting the resources, they have the better position, but the elites outside have the worse one. So the game is unbalanced. It has two influences : First, because of the outside elites' election and fight, in order to keeping ones' own power status in the system, they must strive for the masses' support, and comply with the development of the democracy, standardize the behavior when using the public power in the village;And if the village and town government wants "better" work, they must change the idea, change roles, make the fair electing going on, All these are good to the village' election and the democratization, the open ,the fairness of the village' management. Second, the elites outside may produce the political setback because of the fail of their election, as the result, they may be absorbed by the elites inside, or participate non-regime which is a destructive, or produce cold feeling for politics cold and be far away from politics , all these will make the public power of the village lose supervise , initiate the power corruption, thus deviate from the original intention of democratic construction at the basic level of our country. So how to guide the development of rural elites and get them make full role of themselves is a problem we must pay attention to in our national democracy building.
