In the progress of each nation's paradigm, public administration follows its rules which influence the logic direction of the development of public administration in course of modernization. On the basis of previous studies, the thesis refers to the development of politics and administration in main western countries which take the lead in recent history and puts forward that in course of industrialization and modernization there are four kinds of administrative paradigm: the paradigm of political leader, the paradigm of the bureaucracy, the paradigm of new public management and the paradigm of democratic administration. The administrative reform in any nation can not go beyond these four paradigms which point out the basic direction of administrative reform. The thesis exhaustively expounds the development of administrative reform and organization reform that have undergone since the establishment of China, summarizes the experiences and lessons of each administrative reform, analyzes the choices made in the direction of previous administrative reform, and concludes that because the Chinese administrative reform and the administrative reform in the western developed nations are different in the historical phase of modernization, so the administrative paradigm in China will be different. Based on Chinese concrete situation and full assimilation of advanced theories and practical experiences of administrative reform in developed nations, the thesis puts forward that the basic direction in Chinese administrative reform is to further perfect bureaucracy.
