Recently, with the development of industrialization and civilization, the economic growth keeps at good clip. The country requisites much land for building land to promote the local development, such words are familiar with us, as land development, land system or requisition of land. Land development is a sword of two sides, it promotes the economical growth, on the other side, it produces many controversies— the controversies between economic growth and the strategy of sustainable development, the inconsistence between lost territory and social security system, depletion of natural resource and environmental deterioration, and the benefits between country and individual. Several countries introduce the system of land development rights to solve such problems. In this article, the author concludes the system of foreign countries and tries to establish the land development right suited to Chinese actual conditions by doing the field investigation in Ganhe Industrial Estate, HuangZhong County, Qinghai Province. It analyses the historical revolution, social features, theoretical basis, background information and compares the relationship between land development rights and the system of land rights in five parts. The author investigates the land development rights in the procession of land requisition by using case method, and suggests to establish the land development right which suited to our actual conditions. Also it is proved that the system of land development right is practicable in the aspects of jurisprudence, economics and legal system. Finally, the writer promotes the idea of introducing the tune system of croft. Making the land development right into practice to provide the opportunity for realizing the interest of obliges.
