A Theoretical Clarification On News Spokesperson System Of Government

With theoretical definition as the starting point, theoretical illustration as the focus, this study probes into news spokesperson system with the expectation to theoretically support the present practices of constructing news spokesperson system of governmentThe whole thesis consists of six parts:The first part is an introduction. Significance of the study, present studies on news spokesperson system and the existing problems, framework of the study as well as the methodology are all included in this part.Chapter one specifies the definition of news spokesperson system on the basis of a differentiation of related concepts. It states clearly that news spokesperson system is a system of news release or a spreading activity, in which the prolocutor of a specific social group or a person, with the help of news media, releases news information to the public or communicates with them about the information in a certain standardized mode. In fact, news spokesperson system is a combination of organization communication, interpersonal communication, and mass communication.Chapter two is an analysis of the news spokesperson system of government from the institutional point of view. Starting form the institutional theory of the news spokesperson system, this part analyzes the actual awkward predicament of the news spokesperson system of Chinese government: lack of the related ideas;lack of the legal guarantee and lack of the operating mechanism.Chapter three is an analysis of the news spokesperson system of government from the point of view of communication science. From that point of view, this chapter analyzes the role orientation of government news spokesperson, his specific function, role consciousness and skill. Besides, this part also points out that government news spokesperson is a social role player who is at once a communicator between organization delimitations, a semiotic operator, a public opinions leader, a manipulator, a persuader, a government image representative, and a information procurator.Chapter four is an illustration of news spokesperson system of government from the point of view of public relations theory. Based on that, it points out that according to public relations theory, news spokesperson system of government is a key channel by which to connect the government and the public (to explain government activity and to publicize government image), a main battlefield on which to better the relationship between different media and to achieve a positive propaganda, a major government approach to manage media in a crisis (to deal with the crisis actively and to evade media events), an important position in which to carry out foreign propaganda (to publicize China to the world and to better China's image).Chapter five is an illustration of news spokesperson system of government from the point of view of journalism theory. Starting from that theory, this chapter generalizes the stipulations which should be followed by news spokesperson system: adhere to the principle of news nature;achieve effective communication;adhere to the principle of the Party spirit and take a firm political stand;insist on the principle of guidance and direct public opinions correctly.
