The Path Analysis Of Youth Management By Government With The Help Of The Comsomol

The Communist Youth League, one of China's group league organizations, is the bridge and the tie connecting the party and government with the mass. There are endless practical problems emerging in the stage of social transformation, including various conflicts, new contradiction and problems. From the object of service, the Communist Youth League focuses on educating and guiding the youth under the age of 35 years old.From the position and function of the Communist Youth League, this paper analyzes its character and studies the thought, needs and value orientation of the youth in the stage of social transformation, and thus analyzes the role and status of the Communist Youth League in the current public management. At first, the paper argues that the Communist Youth League is of the dominance in the newly-increased public management in the way of theoretic demonstration. According to the regulations in "Party Constitution" and "League Constitution", the paper analyzes the shortcomings in the current public management and expounds the dominant status of the newly-increased public management in the Communist Youth League. Second, it analyzes the current thought of the youth in our country and expounds that their needs is reflected as the need to start their business. Combined with the actual work of the League Committee of Changchun City and the activities of starting business launched by the Central League Committee in cities around the country for these years, the paper analyzes the actual work of the League Committee of Changchun City comparing with the key targets of leagues in other cities or provinces and the requirements of the Central League Committee. It discusses the possibility of the league being a newly-increased public management in practice and actual work. Third, based on the dominant status of the newly-increased public management, it analyzes the fact that the Communist Youth League assists the government to manage the youth affairs, the choice of providing services for starting business, the problems, and the roles. Through research and analysis, four conclusions have been drawn: first, the league is among the newly-increased managing units;second, the Communist Youth League should start from the needs when assisting the government to manage the youth affairs;third, starting business is the power of the development of the contemporary society;fourth, the Communist Youth League should give play to the role of instructors, navigators and lifeguards in the process of providing guidance to the youth to start business.
