The Issue Of Vulnerable Group And Social Security Policy Selection In Shanghai

While the Chinese economy rapidly and stably, the city poverty issue is quite serious. In the transform period, the vulnerable group takes much more social cost. As the conventional industril city, Shanghai is standing at the front guard of the market economy developing. The Matthew Effect within this city is also outstanding. Its vulnerable group status and related social policy are typical and have strong normal effect among the rest of the country. That is why this paper focused on the vulnerable group issue of Shanghai. Substantially, the major facet of Chinese vulneral group issue is on poverty. Hence, this paper investigates vulnerable group issue by the perspective of economy.This paper consists of four chapters. The first chapter provides an overview on studies stutes of vulnerable group and social security. The chapter II firstly emphasizes the importance of investigation the issue of vilnerable group within Shanghai, than switches to evaluate the scale of the specific group and its live status. The general property of vulnerable group is derived by practise investigating two type of typical group: one is lay-off workers, the other is farmer workers.The chapter III systematically analyzes the factors such as globalization and market economy impacting on the labor market development. Furthermore, this chapter analyzes the dynamics of the generation of the vulnerable group: social exclusion and the deficiency of the social security system in the process of the economy reform and industrialisation. The chapter IV review the construct course of Shanghai social security system and by practise investigating . The author concludes that there are much disparities in comparison with 2000-2015 programming of the social security system by Shanghai goverment. Through consulting advanced measures abount foreign country's government, the author has discussed the principles should be followed by the government in policy selection. Some proposals also arise in this chapter.Overall, based on the civil angle, vulnareble group issue of the super city is investegated. It shall be some significance for the study of the city vulnerable group.
