Following China joined WTO and market economy system's growed up, the publics' expectation about government is more and more higer. It is a trend that our government institutions have to make a adjustment in order to adapt the changes of the international or national circumstance. After The Sixteenth National Congress of the CPC, the development of our government's reform is from duties to functions. Thus, changing the government's function and constructing the service government become the kernel of our government's reform. However, the research of administrative psychology in the process of constructing service government is a new and pressing task.Service administrative psychology means psychological activities of the administrator when they're in the process of constructing service government. It can advance and sustain the service government's constructing,also,service government's constructing has the active effect to its building . During the government's reform, the succeed key factor is "people", so adminitrator must have the service administrative psychology,so that they can adapt the modern model and reach the operation level requirment of our government. Service administrative emotion, Service administrative will, Service administrative temperament, Service administrative ability are all the basic sustaining factors of Service administrative psychology. When administrator realized the meaning and fuctions of these factors, they can conquer the psychological problems which produced in the process of constructing service government and form service administrative psychology. Then they may have more positivity and passions to speed up the progress of the government type changing. Indeed, there're also psychological problems, such as administrative frustrations, negative administrative attitude and low administrative ability in administrator's activities. Based on the analysis of these problems'causations, use New Public Management theory, the basic theories of Common Psychology, the theory of Human Resource Development, the individual psychology and Encouragement Theory to balance the administrative frustrations,change the negative administrative attitude and enhance adminitrator's administrative ability. Meanwhile, this thesis try to build an encouraging model,wish it can help to accelerate the forming of service administrative psychology.
