EU is a kind of nations' union that has more and more supranational functions on the base of cooperation among sovereignty governments. On the stage of international politics, EU is an important actor that has increasingly independent ability in its external relations. China, whose overall strength has grown increasingly, has reinforced her influence and role in the international politics, and becomes a big power that drives the multi-pole process of the world. The long-term, stable and institutionalizing bilateral relation between the two world powers has decisive influences on the construction of the world order. The adjustment of EU's policy towards China since the 1990s,which is an adaptation to the change of global system and an external reflection of EU's domestic institutions setting, can be considered as EU's constructing of the world order. It also results from interactions between EU, China and the world system. The long-term interaction is the strategic base of EU-China relation. Generally, EU's Policy towards China is developing along an affirmative trend, but there also exists some negative factors, most of which can be attributed to structural factors (system factors). Currently, the institutionalization of EU-China relation has been enhanced gradually, and which contributes to the construction of world system, an effective institution between EU and China guarantees the bilateral relation make progresses unceasingly.
