Research On Multi-organizer Social Assistance System Of China

Jobless citizens, handicapped, poor people live in every country and disasters never end on the earth, so social assistance actions will last and be our research topic forever.What kind of social assistance system we should have depends on the vulnerable groups' characters and the level of fertility in current society. This paper gives a framework of multi-organizer social assistance that aim to provide a social assistance system in China, which is suitable for the level of society's development.This study begins with the definition of socia assistance and its basic theoretic background. Second, it provides a concise overview of China's social assistance system and gives comments on it. In addition, we raise the new appearance of those vulnerable groups who are beneficiaries. The analysis shows that current social assistance can't fit on the level of social development. A new and more rational social assistance system, which is multi- organizer social assistance system is necessary. One main organizer is government and others are NGOs, corporations and individuals. And following analysis proves that this new system is also feasible.Next, this paper analyses every elements of this new multi-organizer social assistance system and designs more than seven kinds of programs for the system. At last, this paper gives some strategies about how to carry out the system and explores ways to design a more effective social assistance system, which perfect the safety net.
