In the theory of law which ever take the justice as the only principle, efficiency is also attracted more and more scholars' attention.With the development of the modern science, the direction and the methods how the people think and observe became wider and wider, so exploring the efficiency from different methods and will get different ideas. In the research of the Administrative, that is the conception of the Efficiency of the Administration, and it means a completed remark on rate of the administration output against the administration input or the cost of the people and materials. Then, how can the Administration Law improve the administrative efficiency? According to the objectivity of administrative management, the administrative affairs are very complex, the administrative level construction of administrative law subject is diversified, the characters of private party in administrative process and their quality are different, etc. The author considers that the administrative efficiency is a comprehensive evaluation of all kinds of factors and links which interconnect and interact one and another, it is not only the stationary evaluation of administrative fruits, but also the mixed results of various efficiency factors in the process of administrating. So the author gets the conception of "the Administrative Efficiency Mechanism".What we consider it means an adjustment function system that is constantly adjusted to promote the overall development, it embodies not only the demand of quantity, but also the effects of quality during the interaction and interconnection of various inner efficiency factors, its final purpose is to achieve the best administrative efficiency, And it has such features as follows: the synthetic nature, the movable nature, the functional nature, the interactive nature of means and goal, the combination of the quality and quantity of administrative efficiency. Therefore, the following each efficiency factor embody the exertion of the function of administrative efficiency mechanism.The exertion of the function of administrative efficiency mechanism and the improvement of administrative efficiency will not take place by themselves. instead, theyneed certain external surroundings and conditions. Nowadays, "rule of law" and "rule of the administrative law" are advocated in China, so, to achieve the above aim, the most important thing is to exert the regulation and protection function of administrative law. That is the administrative efficiency mechanism need the Administration Law to regulate and assure. In detail, all of the six parts above need the regulations and assure from the Administration Law. But, at present, the Chinese current administrative law has a great deal of drawbacks for administrative efficiency mechanism. According to the drawbacks above, Chinese administrative law should better the administrative efficiency mechanism from the following: (1) To strengthen the principle factor; (2) Establish special system, which will create administrative efficiency demand. Administrative law should set up a set of special regulation; (3)Constitute scientific rules of administrative legislation efficiency; (4) Regulate and adjust executive decision actions severely; (5) Improve the administrative efficiency; (6) Coordinate various relief methods.In a word, each part of administrative efficiency mechanism can work only by the entire operation of the administrative efficiency mechanism and they will interact, be remedied and be bettered to improve administrative efficiency, all of these need administrative law to regulate and protect.
