The dissertation is mainly about the influence of the ecological environment on the present international relations, in which the issue of the ecological environment is getting more and more noticeable at the end of 1960s and the beginning of 1970s.Traditional international relations mainly research into the high politics. Since the report "the Increased limit" was published by Roman Club, it's obvious that the course of globalization was accelerated. What's more, globalization is driven by two major motive forces. One is that the advancement of Science and technology, especially that of information technology, makes the earth "the real earth village". The other is that the emergence of such global issues as ecological environment requires the global cooperation. The issues of ecological environment are characterized by the following: Firstly, they emerged globally; Secondly, they transcend ideology; Thirdly, they are connected with each other. Last but not least, the destruction of ecological environment is not reversible. The convening of the first international conference of mankind environment in 1972 in Stockholm marks the solid step mankind has begun in the cooperation in the field of ecological environment 20 years later, the environment conference, which was held in 1992 in Rio de Janeiro, Brazil, adopted "the Agenda of the 21st Century." This is the milestone on the cooperation of the issues of the mankind ecological environment.The paper mainly discusses the three aspects of the influence of ecological environment on the present international relations. In the first place, the issues of ecological environment can trigger the environment dispute. From the point of view, there are major issues: the clash of resources, the challenge of the idea of national sovereignty, the change of the idea of the international security from traditionally to non-traditionally. In particular, the international academic circle has put forward environmental security (some scholars call it ecological security) and environment barrier in the international trade as well. Secondly, the disputes about the national benefits triggered by ecological environment are who is responsible for the destruction of environment and how to deal with environment and developmentAmong them are the root causes of the environment issues and competitive relations between countries in the environment diplomacy. Thirdly, the issues of ecological environment eased off the international relations. With the end of the cold war, peace and development are the two principal themes of the times and the issue of ecological environment has become a global one. The emergence of environment diplomacy changes the theme and operation mechanism of the international relations. The trend of multilateral cooperation is evitable. Only the multilateral cooperation do we hold back effectively the further deterioration of environment. It's the first conference of the mankind environment in 1970s that start cooperation in the field of environment. Whether from the perspective of scope or depth of the environmental cooperation, mankind has made great progress. It's clear that mankind has a long way to go to attain the real harmonious state and coexistence between mankind and environment.
