Research On Case Of Xiamen Outsize-Smuggle And Its Case-Handling Coordinating Mechanism

Case-handling is the principle responsibility of Ministry of Discipline Supervision endowed by the Party Constitution of Chinese Communist Party and the Law of Administration Supervision of People's Republic of China. Therefore, how to improve the quality and the efficiency of outsize cases and important cases so that to achieve compositive benefits of politics, economy and society is the crucial problem concerned by Ministry of Discipline Supervision and its case-handling personnel. In this dessertation, case-handling of Xiamen outsize-smuggle is taken for example to illustrate the case-handling coordinating mechanism, so as to provide an effective paradigm for theorists and those who are engaged in anti-corruption. Firstly, backgroud and purpose of the research is discussed in this dessertation, then the demestic and abroad general situation about anti-corruption and case-handling coordination mechanism is introduced. In this dessertation, some details of Xiamen outsize-smuggle case are disclosed, especially in corruption tracks of six high-ranking govenrment officials, asset and fund involved in the smuggle group, and the cause and effect of Xiamen outsize-smuggle case-handling. This dessertation for the first time uncovers omnidirectional aspects of Xiamen outsize-smuggle case handled by central government to provide an optimum example for analysis of case-handling coordination mechanism. To design a logical and scientific structure is the first and foremost basis to handle outsize and major case effictively and efficiently. In this dessertation, on the base of principle theory and ground rule of structure designing, the auther brings forward the case-handling structure of Xiamen outsize-smuggle, the functions of each branch and the rlations between them. In this dessertation, the operation mode of Xiamen outsize-smuggle case-handling coordination mechanism is analized from the academic point of view of structural theoretics so that we draw a conclusion that it is the effictive operation mode that guarantee the success to the case-handling. In this dessertation, the content of Xiamen outsize-smuggle case-handling coordination mechanism is analized from the academic point of view of management philosophy so that we draw a conclusion that the key to gurrantee the effective operation of case-handling is to put management philosophy and new management ideas into practical use on the premise of making certain the goal and the substance of the case being handled. In the final of this dessertation, it is emphasized that new countermeasures should be studied and more powerful means and steps should be adopted to broke through in the fight against the influential and important cases, meanwhile the construction of the Party's incorruptness system and the struggle of anti-corruption should be promoted without hesitation.
