Studies On Diplomatic Policy Of Roh Moo-hyun Government

South Korea has always been regarding drafting the correct foreign policy as its major national political task. During the Cold War, S. Korea has mainly inclined to America, pursuing the " leaning to one side " diplomatic policy. After the Cold War, S.Korea has regarded Korea-U.S. Alliance as the nucleus, strengthened its diplomacy to the four Great Powers: China, America, Japan and Russia, participated in district and international affairs actively, and has formed the multi-level, omni-directional diplomatic structure gradually. When Roh Moo-hyun was in power, Roh Moo-hyun Government has more or less adjusted its diplomatic policy. The author has selected three main subjects of "balanced diplomacy among the great-power", "energy diplomacy", and "FTA diplomacy" in attempt to refract the foreign policy of Roh Moo-hyun Government from these three angles. The policy of "balanced diplomacy among great powers" is the key diplomatic policy of Roh Moo-hyun Government. The main contents of its policy are as follows: Paying much attention to developing the relations with its neighboring countries and keeping proper distance with them at the same time; Utilizing the contradictions among the great powers and pinning down among them to serve for its own interests; Acting as the " balancer " among the great powers and making them keep stable relations; Advocating and participating actively in "six-party talks " and devotingitself to the peaceful resolution of N.Korea Nuclear Issue. The implementation of this policy has relaxed the relations between North Korea and South Korea, improved S.Korea's international status, and created good external condition for smoothly implementing "Peaceful Prosperity Policy ". The aim of "Energy Diplomacy" is to alleviate S.Korea's energy crisis and guarantee its security of economy operation. And its main contents are as follows: Continuing ensuring the steady petroleum supply from the Middle East, launching energy co-operations with the Commonwealth of Independent States oil-producing countries, Southeast Asia oil-producing countries, South America oil-producing countries, and Africa oil-producing countries, and encouraging its domestic enterprises to participate in the energy exploitation in these countries and regions. The aim of " FTA Diplomacy " is to seize the world market to strive to become one of the big trading nation in the world. While S.Korea consulting with multi-nations on FTA, it begins to set up specialized agency, and perfects the supporting policy to make FTA institutionalized at the same time. The operation of S.Korea's diplomatic policy has brought to China much inspiration on our diplomacy.
