Study On Reservior Resettlement Implementation And Management

In the past decades years, a series of policies and regulations related to reservoir resettlement have been issued to rule the resettlement plan, compensation rate, rehabilitation measures, implementing management and followed supports. Reservoir resettlement won great achievements and resettlement administration and resettlement quality improved a lot. But, reservoir resettlement implementation regulations and combined system are not integrated, which affects reservoir resettlement administration greatly. In order to solve the existing problems, the article studies and demonstrates the establishment of management mechanism, the settings of organizations and the functions of tasks, etc. in reservoir resettlement systemically. To take the resettlement implementation & management of Ni'erji water conservancy project case as example and domestic and foreign resettlement experiences and lessons in water conservancy and hydropower projects as references, the article puts forward the management mechanism and counterpart measures for the large and medium size water conservancy and hydropower project which directly under Central Committee of the Communist Party in the actual situation of China. Also, legislation provides legal and policy protection to reservoir resettlement. It is hoped that the reservoir resettlement can be developed in standardization, systematization and procedure to promote the reservoir resettlement in China.
