| Community management is a popular topic, which still has lot of items to be studied. Atthe present, community management is also corresponding with the quick development of thesociety and current stage of the society. Since 1980's, China has begun to pursue thecommunities construction in the city. But to some extent the philosophy of the managementwas too traditional. The study of the community management was only focus on the conceptof the theory and the decision making, but was lack of the direct instruction of the practice.Although there is little achievement in the study, obviously it is not good enough to carry onthe community management and change the old minds of the managers. Therefore we need topay more effort to change the philosophy of the operation to provide more practical methodsto fulfill the management. These days our community managers are facing many difficultiesin the work. Without proper system and methods, they can not find useful society resourceand make fully use of these resources, so that in the complex situation, they can find no wayto solve the problems. For all the reasons above, I'd like to make an easy expression of themethod of the community management in order to make the community manager to have aclear idea. Furthermore they can realize the difference of the modern philosophy, which is thesame with the trend of the development of the society and the old philosophy, which wasinvolved with the street affair office. Taking the case in Taocheng district of Hengshui cityas an example, I will analyze the problems occurred in its community and the reasons toexpatiate the modern philosophy and practical methods of market operation, enterprisemanagement, continuing development and humanism service etc. This article introduces theconstruction of the community and the problems occurred, so that the community managerscan learn from the experiences to build up the new philosophy and the practical way toimprove the operation.
