China's economic reform has been carried out 25 years, if used summed up asmarketization and privatization. The entire reform process, the private sector is entering apreviously monopolized by the state-owned sector of the field, and expanding process. Therefore,privatization of public utilities in China is also increasing. As income levels increase,urbanization, the demand for public utilities will expand ,its scope will continue to expand, itslevel will be further enhanced. Privatization of public utilities is a systems engineering.Theoretically, this article from the law to the methods and perspective, and from the use ofadjacent disciplines have research analysis "utility privatization" process and subsequent variouslegal issues, the privatization of public utilities to build research framework on its basicelements.The article is divided into four parts. From the first chapter about the theory ofprivatization of public utilities, raises the meaning and scope of utility, and then introduced thenational development process of privatization of our public services. Chapter 2 describes theeconomic transformation of China and the privatization of public utilities came to the unlimitedbusiness opportunities, and then elaborated on the legal basis and the privatization of publicutilities theoretical breakthrough, from the perspective of legal theory to support privatizationfavourable. Chapter 3 focuses on the process of privatization of public utilities cited the urgentneed to address the legal issues, such as financing, pricing charges, privatization means andregulatory issues. This part is the focus. Chapter 4 discusses current law experts argue against theprivatization of public utilities to privatization and the author of the legal policyrecommendations to improve.
