The Fourth Plenary Session of the 16th Party's sessions proposed that it must strengthen cultivate the women leaders to construct a high quality leader troop being good at ruling a nation .It is the important symbol and the formidable power of the society progress that women take part in governing the social and national business .It is the highest form of woman participation in government to select and raise a large quantities of outstanding women cadre becoming leaders of all kind trades and coming into the power of managing country and the social affair which is the extremely vitally significant not only to improve the woman politics status, to promote the development of woman business, but to implement the basic national policy of equality of the sexes and to construct the socialism harmonious society.However, it still happens in the political field that limits women to participate in government and deliberation and discriminate women. This paper analyses the policy of selecting the women carder from the angle of social gender social gender. The basic goal of it is finding out the in-depth factors that lie in social structure and system leading to unequal of both gender and promoting the change of the traditional view of gender and constructing the ideal and diversify social gender to realize finally the harmonious communal development of women and men in the social development.The whole paper contains three main parts.The first part is a social gender - important analysis category. After elaborating society gender concept, the basic characteristic it pointed out the unique angle of the social gender theory, and emphasized the vital significance of bringing the social gender into the mainstream.The second part is the justice and the gender question of the Chinese cadre selecting policy .Firstly it reviewed the history and the present situation and pointed out the gender sensitive policies and measures of every times. It pointed out the oversight of policy from selecting promoting in office training and transfer work examination and retiring. Finally it inquired the reason of "the glass ceiling" from the policy formulation, the policy value orientation, the policy execution and the policy goal community four aspects.The third part puts aside "the glass ceiling" policy choice. Above the several parts of foundations, proposed four big measures of promote the development of the women cadre: Brings the consciousness of the social gender into mainstream complete the gender justice measure of selecting cadre and complete the system channel of raising woman cadre and create good condition for women cadre to growth.The innovation of the paper is under the framework of social gender, from the angle of system studying the history and present of selecting women cadre and studying unreason in the policy of it, it find out the in-depth factors that lie in social structure and system leading to unequal of both gender and it has meaning to promote women to join in the administration of country and to construct the harmonious communal development of women and men in the social development.
