In terms of the trend of the socialization of criminal execution in the world, community-based correction has become a major manner for criminal punishment. In July, 10th,2003, The Notice on Developing the Experimental Unit of Community-based Correction was promulgated by the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security of PRC, and associated with the Ministry of Judiciary. The notice is the symbol of the formal start-up for the experimental unit of community-based correction. This development is considered as an unprecedented reformation for criminal punishment. The experimental unit of community-based correction provides a new train of thought for the reclamation of juvenile offenders, who are one of the major objects. Meanwhile, the practice has put forward new requirement against traditional principles and methods for criminal execution, being as what kind of concept and methods should be used to satisfy the demand of practicing community-based correction. The social practice of western countries has proved that the principles and methods of social work, oriented by social problems, are suitable and effective for correcting crime. Therefore, while learning to indraught the correction system from the Westerns and realizing the demand in our country, naturally, we are going to use the principles and methods of social work to satisfy the demand.This paper directs by the primary theory of Marxism, using theories of sociology, criminology and so on, discussing tentatively on the question of the utilization of social work principles and methods for Juvenile offenders in community-based correction. The essential structure of the paper as follows: The first part, detailedly introduces the community-based correction on the concept, characteristics, theory foundation, and the purposes and items for applying to juvenile offenders. This part is the foundation and precondition for the paper. The second part, from the two levels of practice and theory, answers the question of why the principles and methods of social work can be used in the community-based correction of juvenile offenders, which demonstrating the basis of the question. The third part, answers the question of how the principles and methods of social work satisfy the demand of juvenile offenders in community-based correction, which elaborating the utilization of the statement.
