A Study On The Influence Of The Market Economy Process To The Reform Of The Socialization Of The Logistic Support Of PLA

At the beginning of this century, Military Commission of the Central Committee of the Communist Party of China began carrying out the socialization of the logistic support of PLA. This is a significant strategic decision and reform for the PLA's construction and development in the new century. It can result in improvement of both economic benefit and the military benefit to push the socialization of the logistic support pattern replacing the traditional logistic support one. The reality is, although we have had great achievement, we have met so many obstructions and difficulties, that the reform can not even continue in some units, and during the process of practice. As to the important event in military economy field, the circles of theory have made deep research and investigation, and have achieved lots of successes. But most of these achievements are the countermeasure research from the logistic practice angle. But there are few documents which truly use the modern economic research method and instrument in analysing and investigating the law of the socialization reform of the logistic support from the economic theory angle. It shows that it is the vulnerable spot in this field to study the matter of the socialization reform of the logistic support using economic theory. The socialization reform of the logistic support is not only a matter of military but also a problem of economy, but the military matter is finally resolved by the economy. So we should make clear that economy theoretical foundation of socialization of logistical support, which is quite crucial in correctly understanding and resolving the contradictions and problems encountered in the reform.Taking the progressing socialization of the logistic support of PLA as the object of the researches, and by means of the institutional changes of the Neo-institutional Economics and the theory of Utility of Micro-economy mainly, using the normative and positive analysis combination and comparison research method, the thesis systematically analyses the contradictions and problems met with in the present reform and raises the countermeasures accordingly.First, using historical analysis method the thesis points out that during the different of history, the patterns of the logistic support of PLA are of variety. Due to the "scarcity of the resources", PLA has been consciously seeking the most economical pattern of logistic support with the smallest cost and the maximum of logistic support force according to the resources conditions, which proves the necessity of the socialization of the logistic support. Second, by researching the process of the reform, it reveals the main problems of the socialization of the logistic support: inadequate legal protection of socialization; undefined reassigning policy of the employees; lagging of appropriation criterion adjustment policy; lagging of establishment system reform, and so on, and at the same time analyzes the main reasons of these problems.
