The idea of people-oriented management is a hot point problem in the world theories and practicing management. Its main content is to admit that human has a core position in management, emphasize that the member of the organization is the principal part of the management, establish that encouragement is a very important implement, promoting the harmonious human relationship and attain the ultimate purpose of the human's overall development. The theories research in this text draws to the western contemporary administration reforms theories, the theories on management and the excellent people-oriented management results in private enterprise. The opinion is that, from the administrations practice all round the world in recent years, it is a world trend that the research results of each academics and the privately owed enterprise drive public management to absorb actively. So, putting forward the idea of civil servants'people-oriented managing has theory and actual possibilities.The article is totally divided into four parts. In the first part, the writer tried to connect the people-oriented management with the civil servants'management, introduced the new concept of civil servants'people-oriented management. Then the text analyzed the Chinese traditional"people-oriented"thoughts and the people-oriented thoughts in western business filed and tried to put forward the concept of civil servants'people-oriented management with its basic contents, combining the Chinese actual circumstance. In the second part, the writer set out from the core concept in"civil servants'people-oriented management", analyzed the results which we had already achieved in our country and induced them according to the people-oriented idea. In the third part, the writer synthesized current aspects of civil servants'management to point out the existing problems according to the requirements of the people-oriented theory. Moreover, at the textual end part, the main idea is to suggest some constructive paths to establish our own civil servants'people-oriented management.The full text starts to establish the theories foundation, the achievements and the problems, the keys to solve the problems by the core clues in"the civil servants'people-oriented management". The consecution is concept, current condition and establishment. The main focus in this text is to introduce the concept of"civil servants'people-oriented management". As for the establishment of our country's management, it is only a general tentative idea, not a speculated or perfect design. I hope that this text can throw brick to lead jade, causing more and more experts to study in this filed. By this way, we can make it develop continuously and perfectly.
