A Discussion On The Ethical Self-restraint Of China's Administration Power

Power is a special phenomenon in human society. In other words, organized human society has to use power to ensure the safety of"organization". In term of the source of power, it comes of the need of protecting the social pubic rights and the public life order. Therefore, it is essentially a kind of strength which shows social cohesion and pubic wills. Theoretically saying, all kinds of power are public ones and power must serve public rights. However, in political society, theoretical designs are just reveries. The realistic situations are: power lost its essence of being public and it is taken by few individuals. Power should serve the public rights, but it is usually be used to get more expediencies for some people. It is the conflicts between theories and facts.Facing more corruptions and along with the popularity of the idea of"administrative country", maintaining the incorruption of administrative power becomes the biggest challenge to administrative management. Of course, this needs the outside controls and punishments, such as legislative control, supervision by public opinions and so on. However, the outside controls and punishments are limited. They can only standardize external activities and guard what have been gained. They cannot realize a favorable administrative management order. Therefore, ethics must be introduced into administrative management. Lacking the restriction of administrative ethics, the reasonable and effective using and performing of administrative power cannot be guaranteed. As the values with internal restrictions, administrative ethics also have all-round controls and influences to administrative power.Illustrating from such background and based on the thinking of the restricting problem of administrative power, this paper begins at the fact that"administration body is private individuals who work in public area. This paper is divided into three parts. It analyzes how to promote the self-discipline of power from the interior of administrative power, which guarantees the right and standardized use of administrative power.There are three parts in this paper: introduction, body and conclusion.The first part illustrates the relationship among administrative power, country and public power and draws the conclusion that"administrative power is a kind of public power".
