Every government is one country's biggest market procurer. Generally, government's procuring quantity occupies 10%-15% of one country's GDP. Because of its important position, every country tries to protect its government procuring market. However, this protection hinders the international trade liberalization, which results in the production of Government Procurement Agreement (called for short GPA). Though at present, GPA is only a voluntary multilateral agreement, in the long run, GPA will be a part of the multilateral agreement. It is a tendency for our country to join in GPA and open our procuring market. The requirement for the development of Government Procurement (called for short GP) pushes the work for Government Procurement Bill (called for short GPB). In 2002, our country's GPB was issued, which is significant for our GP's quick and healthy development. Since our country lacks of experience in this field, it is necessary for us to study from other countries.In this paper, this issue is discussed in three chapters:In chapter one section one, the basic content of GP is introduced, including the definition, characteristics, object and principles of GP. In Section two, the production and development of Government Procurement System (called for short GPS) is introduced, which is the basis for studying GP. In Section three and section four, the GPB from other countries and organization are introduced, including the earliest GPS made by Great Britain and the United States, "the Model Law on Procurement of Goods, Construction and Services" made by UNCITRAL, APEC "Government Procurement Plurilateral Principle" and EU GPS.
