Policy implementation constitutes one of the major parts of governmental public administration, for the macro-regulations by the government on social economic and political developments are made through its effective policy implementation. As a plan for the authoritative distribution of social values, the implementation of policy is a complicated process involving multiple variables and factors. The reality of policy practices has provided sound evidences for hindrances in the process of policy implementation such as distortions, resistances and suspensions of policy.
