Especially, in the background of the economy globalization and China's entering WTO, the condition of the government cost is the key to determine international competitive power of one country or area.Looking over every country, the government cost is low as long as one country has stable society, long-term peace and ability. Otherwise, the country with unstable society, turbulence, much contradictory must has high cost.
