Under the globalization and the localization, whether in the developedcountries, or in the developing countries, local governance movement is becoming the remarkable development phenomena of the politics and administration in the international society. As for France, it is trying to change the centralized tradition and to decentralize its power to the locality, so that not only influencing the relationship deeply between the center and the locality but also developing the local governance movement. Compared with the department governments and the region ones, the commune governments , as the basic local government in France, own the larger governance space. They have taken a lot of experience in the harmonization of the interest with various groups in both interior and exterior of the communes, the former includes the citizens, kinds of the local organizations, and the latter includes other local governments, the central government and the international organizations etc. All of these obey the equal, trustful and cooperative principle, and provide a collective setting for the plural actors to share the harvest, which present a strong French characters of the local governance. But, some problems, that the heavy authority owned by some commune politicians, insufficient functions performed by the non-governmental organizations, the lack of the formal institutional arrangements for the citizen participation and the lack of the local power , illustrate that the French local government should be further improved.
