A Study On The Northeast Local E-Government Construction

The strategy of "Rejuvenation of the Northeast" is the important constituent of the development strategy of China, has the extremely vital significance. As a result of the special history background and the stern realistic situation of the old industry base in the northeast, all levels of local government must get up the leading role in process of the strategic implementation, in other words, the idea renewal and the function transformation of the local government is the key of the strategic implementation, how enables local government fully to display its leading role is first needs to solve in process of the strategy of "Rejuvenation of the Northeast".The humanism idea of the electronic government, its flat and its network's organization structure, had set the request of adapting the market economy, enhancing the administrative efficiency, for the all levels of government. Simultaneously also provided the rare opportunity for the realistic government's reform. The northeast local government reforms needs to depend on the information technology, namely introduce and construct electronic government and relating closely to the strategy of " Rejuvenation of the Northeast ", the true service government which the people has opportunity to anticipate can be able to realize, this also is the problem which this thesis is going to study.This thesis follows the writing mentality of putting forward the problem, analyzing the problem and settling the problem, and the deductive method of writing is used in the whole, from general to concrete, from the theory to practice. I introduce the general theory of the electronic government, than I talk about the opportunity and challenge that the electronic government brings to the realistic government; Next I analyze the present situation of the local electronic government construction, summarize the problem which appeared in process of the local electronic government construction. Above is in relation of general theory and the practice experience, I hope I can sweep clean the theory barrier and provide the model of experience for the following research. After, I put forward the main innovation of this thesis, also is the most important part of this thesis, that is to relate the advanced electronic government to the actual situation of the old backward industrial base in the northeast, construct local electronic government in the northeast, use the electronic government's advanced idea to impel all levels of local governments in the northeast to reform, and make the service government.
