The principle of the obedience of minority to majority is widely adopted by modern countries in political and legal system. It is a progress for it frees us from the tyranny of minority. However, we also have such poor misunderstanding which simply thought that democracy equated to the obedience of minority to majority. On the contrary, the obedience of minority did not equate to democracy. It has its own creation, maintenance and development reasons. This thesis paper firstly analyzes the concepts of the obedience of minority to majority and related, so as to clear the scope of the issues to be discussed. Then it will focus on analyzing the theoretical basis of adopting this principle, aiming at getting such a conclusion that the obedience of minority to majority is only a result of the procedure which itself does not contain any value judgments and moral judgments. Lastly the essay will clarify the limitations of the principle of the obedience of minority to majority. Through these limitations we will find that this principle should be adopted conditionally. Only under certain conditions should that this principle be adopted. Otherwise, the tyranny of majority will approached for the hazards aroused by the abusing of the principle of the obedience of minority to majority.
