The Study Of Strategic Performance Management Mode Of Local Government Based On Balanced Scorecard

The current performance management of local government mostly regard controlling as the center, such mode has a great deal of questions, it can't really get up the purpose to improve government's performance, and has an obvious phenomenon that government's mission break off relations with strategy, make the government's strategy difficult to carry out and implement. Through the performance index that is connected each other, the BSC (Balanced Scorecard) as the strategic administrative system, makes the government's performance management system combine with the mission and strategy of the organization closely. When the government strategic performance implementation frame of management based on BSC is designed, it can solve the problem on " how to make the performance between management and strategy of government combine effectively ". The scientific development view and proposition of the harmonious society has offered the good opportunity to the application of BSC in the local government department of our country.This text analysis the problems of government performance management, utilize the BSC connotation to analyze the type of BSC government strategic performance management mode, solve possibility of problem and necessity of introduce of our country and change influence to the local government.
