Research In The Administrative Publicity Under The Government Rule Of Law

Administrative publicity, which makes administrative acts more transparent, is essential to the protection of the right to know and the incorruptness of the government. Unfortunately, researches in this field are not deep enough though there are some achievements. The lack of theoretical foundation is the key reason to the current disadvantages. The theory of government rule of law should play this role according to three aspects: the basic feature, the core function and the integrated objective. Under this guidance, the committee of administrative publicity should be set up in various levels of governments to take this charge. Moreover, related institutions should be made, including the dossier institution of administrative acts, the register institution of administrative acts, and the consulting institution for counterparts of administration. Finally, the system of remedies also should get improved, from both aspects of administrative ways and judicial ways.
