| Fire Administrative Unrestricted Jurisdiction (FAUJ) is an important part of fire executive power, also is most active and conspicuous part .It plugs the shortage of written law .It is jurisdiction of improving fire executive efficiency and adapting fire executive power's gradually enlargement. there is an important factual significance in fair rule of law's construction .In our society , FAUJ is always used in an improper way because of many elements .so , it causes these kinds of abuse's phenomenon like abuse of authority of office , loss of justice etc. these phenomenon's appearance obviously do harm to executive relative people's legal benefit, corrupt public security fire agents' figure , harm the national law's dignity , occur musty ,impair a wide range .Therefore ,we shall supervise and control FAUJ for regulation FAUJ's usage , promoting fire rule of law's construction , performing the sacred responsibility which the party and nation give public security fire agents' Forward.There are four parts in this thesis.
