A Research On The Present Analyzing And The Pass Of Improvement Of The Chinese Civil Servant Accountability

Since the"SARS"Crisis which was broken in 2003, a large quantities of civil servants have been punished, some even lost their government posts because of their dereliction. For the past three years, follow with the governments and the publics'interest, the civil servant accountability has been developed rapidly. But as a newborn mechanism, the civil servant accountability also exist some flaws, some of them are even extremely serious, need we take all kinds of measures to improve. In this paper, we mainly research on the present situation and the pass of improvement of the Chinese civil servant accountability.This paper is divided into four chapters. Chapter 1 put forward the paper's studying contains, structure, methods and possible fresh points on the basis of analyzing the background and significance of choosing the topic for research and making comments on the domestic and overseas results of research into accountability. In Chapter 2, on the basis of defining the connotation, it focuses on analyzing the basic theories of the civil servant accountability. And it contains democratic supervision and the accountability theory for Marxism or non-Marxism political theory, such as Participatory Democracy, Principal-Agent Theory, Government- Theory. And then, it argues the significance of the public servant accountability. Chapter 3 summarize the driving cause and the developing characteristic for our country's civil servant accountability. In addition, it analyzes the civil servant accountability's developing predicament deeply, such as the lagging of legal system construction, the deviation from the accountability's subject and object, etc. In Chapter 4, we design the realistic route which can make we step out the civil servant accountability's predicament, amplifying its legal and sculpture the civil servant accountability's culture.The two research results and fresh ideals in this paper can be displayed as the following: the first one is utilizing the basic theory and methods include Marxism and non-Marxism in order to combing the basic theory of the civil servant accountability comprehensively. We explore the basic theory of accountability not only from the discussion of Marxian, but also from the expounding of Western theorists; the second one put forward the aim and the channel of the civil servant accountability culture in new type when we explored the developing and improving ways. To compare with the present researches, it must be a innovation.
