| During the construction of the modern socialist, The security accidents which extermly disturb the society and impair the interests of nation and people frequently happen. A big factor is that institutions of the civil services'administrative obligations are inperfect. After accidents which are caused by the undue execution happen, the relative responsors have not been properly punished. Through the scientific administrative obligation-imposed institution of the civil servants, not only can we maintain the interests of civils, legal person and other organizations, but also we can smoothly administrative the institutions of administrative obligations. So it is meaningful in theory and reality, when we research the civil servants'administrative obligation-imposed institutions in abroad. We will illustrate the institutions of the civil servants'administrative obligations by four parts.In the first part, we explain the definitions and functions of our civil services administrative obligations. First, we know the various meaning of responsibilities and administrative obligations by analyzing their definitions. We classified the responsibilities to two parts. In the paper, we discuss the second part which is a special responsibilities taken by offenders. Administrative obligations belong to the second one. The civil servants administrative obligations are binds of legal duties which should be taken by the offended civil services. Second, we tell the legal functions of responsibilities which should limit the power, guarantee the rights and balance the law obligations.We analyses the performances of our civil servants'administrative obligations. From the judicial, executive and supervisee aspects, we analyses the shortcomings of the way and the institution.
