On The Dynamic Balance Between Administrative Supervision Regulations And Power Framework

The thesis explores on the control to administrative power from the perspective of the dynamic balance between administrative supervision regulations and power framework. It also tries to get some new knowledge from this perspective in order to let the people have an all-sided and deep understanding of the rules of control to administrative power.The thesis falls into five chapters. Chapter 1 puts forward the research clew, methodology, contents and possible creative points based on the analysis of the background, significance and literature review of the research topic. Chapter 2 illustrates the connotation of the dynamic balance with the definitions of correlative concepts and the analysis of the contradictory relationship between administrative supervision regulations and power framework. It is a possible status that power framework matches with the administrative supervision regulations under certain political, economic, social and cultural circumstances. Power framework makes the administrative supervision regulations, a Game Theory regulation, to form a Nash balance. Each main body of the Game Theory gets no stimulations to act according to other regulations. This is followed by the major characteristics of the dynamic balance. Chapter 3 proves the value of the dynamic balance, which means it's the key point of effective control to administrative power to keep the dynamic balance between administrative supervision regulations and power framework. Chapter 4 analyzes the major influential factors of the dynamic balance, which includes the mode of regulations transfer, the original choice on administrative supervision regulations, the development level of scientific technology, the development level of marketing economy and the depth of political system reform. Chapter 5 brings forward the two major clues of realizing the dynamic balance. One is to adjust the administrative supervision regulations to adapt the power framework; the other is to optimize the power framework to support administrative supervision regulations. Then the concrete measures are illustrated respectively.The most creative achievement of the thesis is a new perspective provided to the research of control to administrative power, which means to explore on the control to administrative power from the perspective of the dynamic balance between administrative supervision regulations and power framework.
