Coordinated Mechanisms On Border Environmental Problems Between Mexico And America

Environment is a hot topic of the world now, and it has an inalienable relation with trade. Because of particularity of the geographical position, the border areas with frequent trade activities often are the areas that have sharp environmental problems. Therefore with the strengthening of the economical globalization and the free trade, the border environmental crisis between Mexico and America also intensify day after day, directly and seriously affect the borderers'lives and the development of local economy in the long run.In order to solve the border environmental problems that both countries face together, Mexico and America cooperate together to take a series of measures and have established coordinated mechanisms in the international stratification. Three kinds of main coordinated mechanisms are introduced in this article. The first one takes La Paz Agreement signed in 1983 as the foundation. It includes three border plans: the Integrated Environmental Plan for the Mexican-U.S. Border Area (1992), Border XXI Program (1996 - 2000), and Border 2012 program (2002 - 2012). These three border plans play a vital role to improve the border environmental conditions between Mexico and America. The second one takes Agreement between the Government of the United States of America and the Government of the United Mexican States Concerning the Establishment of a Border Environment Cooperation Commission and a North American Development Bank as the foundation, and has established two bilateral organizations based on this agreement: Border Environment Cooperation Committee and North American Development Bank. These two bilateral organizations are mutually independent in administration, but supplementary in function. The former is responsible for certifying the border environmental projects; the latter is responsible for funding the projects and supervising its'implementation. The third one takes North American Agreement on Environmental Cooperation as the foundation. Although this agreement is trilateral involves Mexico, America and Canada, and its core organization, Commission for Environmental Cooperation, not merely aims at the border environmental problems between Mexico and America, but the procedure of citizen appeal of it actually is an important way to coordinate border environmental problems between both countries.Mexico is a developing country, while America is a developed country.
