This paper's aim focuses on integrating the Public Governance(PG) theory and value its meaning in China through a normative research. The author holds that the Governance Theory in public administration field must be defined as Public Governance which lays its base on heterarchy network, stresses the government's meta-governance role, depends on the corporation between heterarchy network and government. The Pubic Governance's first significance is its difference with government, and the another is that it has inherited, broadened and deepened the New Public Administration(NPM) theory. To understand PG well, it is quite admirable to analyze it through double dimensions—spiritual one and institutional one. In one hand, PG's spiritual soil is liberalism tradition which takes Neo-liberalism as its latest face. In this spiritual dimension, PG has reclaimed liberties, and called for commonality, multipolarity and limited ration. In another hand, PG's institutional base is democratic institutionalism. In this institutional dimension, PG has thrown emphasis on heterarchic governance, government's meta-governance, limited government system and post-bureaucracy. Thus, these so much and exclusive theoretical factors in this two dimensions guarantee that PG is probable to be a new normative public administration theory. However, its Chinese fate will very possibly prove to be darker, just out of the quite diverse traditions between China and Western—any liberalism has never become our nation's mainstream though, democratic institutionalism appears to be the latest aim to our country's statesmen and our civil society is just experiencing its first growing now. So, it is greatly unsafe to totally transplant PG in China. But, on the contrary side, because our Chinese internal modernizing impulse and external globalizing press, we are required to use PG as reference. What's more, our social dynamic feature, complexity and diversity turn out to be more and more apparent, in another word, we have found that there are more and more similarities between our country and Western ones in social public affairs.
