Regulations on Civil litigation Evidence made by Supreme People's Court has come into effect, which is a important measure of our country to meet the requirement of entering into WTO and a summary of reform achievements of civil trial mades. However, there are still some aspects which do not satisfy the requirements of WTO agreement. These respects mainly find expression in the lack of transparency and opens. In order to fulfill the relevant obligations of WTO agreement and to meet the requirement of "transparency" and "opens and justice" principles, the civil litigation Evidence system of our country should deeply reform. Litigation Evidence system of our country should meet the requirement of WTO and use advanced ways of other countries to reform and perfect itself. As to this problem, relevant scholars of our country had gained some study achievements, but they did not analyze our civil litigation Evidence system in a perspective of legal theory.This paper analyzes basic principles and characteristics of WTO agreement and the relationship between economic basis and civil litigation Evidence system reform. Moreover, in connection with Regulation on Civil litigation Evidence, this paper proposes opinions of reform and relevant theory foundation. As principle and basic system of international treaty WTO regulations is a important resource of international law and is determined by economic foundation. The production of WTO principles and basic system is an inevitable result of economic globalization result in legal globalization. Economic globalization result in legal globalization.
