When local People's Congresses at all levels and the Standing Committees exercise supervisory power and carry out work in this respect, they are concerned with strengthening legal supervision and promoting legal justice. As a permanent organ created by People's Congress, the Standing Committee adopts the following means to conduct legal supervision: listening to work accounts, examining law enforcement, evaluating work performance, and appraising reports on work, etc. The move that People's Congress should keep under supervision the concrete cases ruled by the judiciary departments should be traced back to the late 80s of the 20th century when it was taken as a probe into and a trial of a supervisory mode for the purpose of enhancing the efficiency of legal supervision. At present, although the National People's Congress has not formulated laws and statutes to regulate the law-case supervision, some local People's Congresses, according to the Constitution and relevant statutes, and in view of local situations and needs in work, have tentatively laid down some local regulations and policy guidance, attempting to incorporate legal supervision into the scope of law. And the establishment of The Supervision Regulations of Law Cases by the Standing Committees of People's Congresses at All Levels in Sichuan Province is just an important demonstration of such work, which provides a law-guiding principle for regulating the supervision of concrete cases by local People's Congresses at all levels within the province.
