The Ruling Ability Declination Of The Soviet Communist Party And Its Historical Lesson

Improving the ruling ability continuously is the important topic that each party in power faces in the socialism country. The domestic and foreign scholars explore the internal and external reasons of disintegration of Soviet Union since 1991 from different angle. Reconsidering the reasons which cause Soviet Union disintegrate, the main reason is party itself whose ruling ability constantly drops. Party's ruling ability is to propose the correct theory, the route, the principle, the policy and the strategy, to lead, formulate and implement the constitution and law, to adopt the scientific leading system and way, to call on and organize people to manage the national and the social affair, the economic and the cultural affairs legally, to rule a nation and train the army effectively, and to construct socialism modernization. Popularly saying, party's ruling ability is which is in control of the party in power, whose intension is quite rich, involving party's theory, route, policy, leading way and leading system, covering the every field of social life. The height of party's ruling ability has already become the basic standard to exam the construction effect. It also directly affects the party's prosperity or decline. Therefore, the discussion to the party's political power has become the important topic that the time offered us.Chapter 1 reviews the process that the Communist Party of the Soviet Union declines: Lenin cultivated party's ruling ability without the experience in power;Stalin tried to strengthen party's ruling ability, but simultaneously sow the seed of declining;Khrushchev attempted to promote party's ruling ability and achieved certain success, but ultimately didn't promote it essentially;In Brezhnev time, party's ruling ability serious decline;Gorbachev attempted to promote the party's ruling ability, but the result is that it is lost completely.
